But I am 'star' in such cases. After all, there is nothing else to fall back on: better an incomplete manual than none.
Tenandere: the manual, you can always ask for a change (I do too). It gradually becomes more complete.
What is not (yet) mentioned in the manual (grey zones): common sense and in the absence of this or disagreement: the chief (main manager, the person ultimately responsible).

For that tiger you are right, and I would do that too: put both in it.
The field has one main purpose: to make the item discoverable.
What it says literally (even if those African countries contain errors) must also be written literally. That is how it is sought and found.
In specifics, you can always mention that the (usually Latin) name is misspelled on the seal.

An easy way to consult the manual has been frequently requested. I think, if the main screens (by heading) are tackled, this will certainly be met.
There are currently alternative solutions that have been discussed (make it a favorite in your browser, for example).

Despite the thread being "out", I am in favor of a clear title that makes the main difference between stamps clear. Usually that is the image and there is overlap with "Displayed on...". There is a lot more detail to add to "Shown on..." (but usually nothing). A title on various stamps like "Famous Woman" seems strange to me. Like she's famous, but you don't know who she is.

Stamps are linked to each other via "Issue", so doing this in the title is just as much double. I personally do not experience the argument of calm/uniform reproduction with titles of the same name.
