I have a stamped version with 30 years of World Leprosy Day stamped. That should be 1984. That seal is clearly blue and not red as with this listing #688343 . That entry also says 1987 while imho that is 3 years too late.

I can't find it in the city mail catalogs I have: who is helping this soldier/parachutist?

Finally found more. I gather from this that the stamp is from 1982 (probably not much older than the article) but is not actually a postage stamp, and also has no postage value. Quite a nice piece of history. Anyone have any ideas what to do with what is already in the LD catalogue?

Nice find. In '82 I studied in Nijmegen (and participated in a protest march against the eviction of Piersonstraat), but I never came across this stamp. In fact, it was probably intended as a fundraiser (seal?), with postal disruption as a nice side effect.
