I only know that the bundle of arrows with 7 arrows stands for the Republic of the Seven United Netherlands.
these are the provinces:
1. Friesland
2. Gelre (Gelderland)
3. Holland
4. Overijssel
5. Stad en Lande (Groningen)
6. Utrecht
7. Zeeland
what the colors mean in combination with the arrows and your information from the 2nd world war I don't know.
perhaps some sort of identification of a resistance movement?
