Exactly, FDC covers all envelopes with stamps cancelled on the first day of issue of those stamps. Only NVPH has a contract with the issuing institution(s). Those FDCs receive a special stamp. Those FDCs have an NVPH catalogue number. Furthermore, anyone else can have an envelope with a stamp cancelled on the first day of issue. They can have their dog draw a little picture with its tail and write "First Day Cover" on it, in Aramaic if necessary.

That does not alter the fact that the official FDCs are those of the NVPH and have an NVPH catalogue number. The rest are FDCs, but not official FDCs. So if someone asks whether an NVPH number belongs to such an unofficial FDC, the answer is: "No, not for the FDC."
